Sometimes when an addon redownloads, that is because it is updating, other times it's because the addon couldn't mount or work, so it attempts to redownload it to try to fix these errors.

If an addon is large, it may time out before it finishes downloading but might appear to have actually downloaded. All you can do is not use that addon, or install it manually.
